Found the problem...

You had a typo in report Cloud to CAD Oeration. Both hi & low tol are 0.0787. The color bar is not showing up because the color bar is calculated based on low and upper form tol.

Try changing your upper and lower tolerances so they are not equal.

Try using the Create Form graphical report for the feature list by right clicking on a cloud or multiple clouds and see if that works.

I see the post has a little age on it, but did you ever locate the problem?
I am having the same issue, and I do not get the gradient anymore.
I have gone through all of the above mentioned menus with no evidence as to why.
Thanks in advance for any attention this gets.

Form graphical report only displays non-gradient discs / whiskers. Only Cloud to CAD Report uses Gradient deviations.

I've never used a form graphical report so I tried it with a part I'm having issues with today. My profile tolerance is +-.0215 and while the profile is reported to be +.039", the graphical report shows no more than .017" of deviation. Am I doing this wrong?
